U.S. EPA Issues ECA Penalty Policy

The United States Environmental Protection Agency (EPA) issued a penalty policy for violations of the sulfur in fuel standard and related provisions for ships operating in the North American and U.S. Carribean Sea Emissions Control Areas (ECAs). Since EPA is committed to enforce marine emission standards, the new policy is proposed in order to prevent potential violators, ensure fair and equitable penalties assessment and to allow for the swift resolution of claims arising from non-compliance.

The policy shall be effective immediately and may also be applied in pending cases at the discretion of the case team.
