New Standard Cadet Training Agreement Released by Philippine Overseas Employment Administration

The governing board of the Philippine Overseas Employment Administration (POEA) has issued Resolution No. 08 series of 2013, adopting a Standard Cadet Training Agreement on Ships Engaged in International Voyage which will take effect by August 25, 2013 to ensure compliance with the requirement of MLC 2006 in providing protection for cadets while undergoing shipboard training. 


Initiatives of the new Agreement are the following:
1.   to recognize that the Cadet is a maritime education student and to declare that the Cadet is not part   of the ship’s labor complement;
2.    to provide the Cadet with opportunity to be trained on-board ship;
3.    to ensure that the Cadet completes and passes the Commission on Higher Education (CHED)-required training program on-board under supervision and in accordance with the program as contained in the CHED-approved Training Record Book;
4.    to ensure the safety and well-being of the Cadet during the period of training until the repatriation of the Cadet in accordance with the 
         POEA Cadet Training Agreement and this Annex.
