MAGSAYSAY Hurdles the First IMO Inspection of Maritime Security Training Providers with “High Commendation”





For the first time, the London-based International Maritime Organization (IMO) conducted an audit and inspection of the Philippine regulatory agencies involved in the implementation of the ISPS Code (SOLAS Reg XI-2/2 and 2/3). In addition, IMO also inspected and audited Maritime Security Training providers, in which the Office of Transportation Security (OTS) nominated Magsaysay Training Center (MTC) among the nine accredited local training providers for inspection last February 27. 

The IMO delegation was headed by Mourad Ghorbel and Alyekka Stella Aber from Maritime Safety Division, accompanied by Atty. Josephine Uranza, IMO Regional Coordinator for East Asia. Representatives from the OTS, Maritime Industry Authority (MARINA), Philippine Coast Guard (PCG), and Philippine Ports Authority (PPA) acted as observers.

During the closing meeting, the IMO delegation commended MTC’s well-documented procedures, training delivery, and compliance records as well as the impressive and world-class training facilities and equipment with no deficiencies noted. It is expected that this audit activity will be the start of IMO’s regular visits and inspections in the country for the coming years.
