TESDA Issues National Certification Guidelines on Ship’s Catering Services for Cook, Messman and Chief Steward

The Technical Education and Skills Development Authority (TESDA), an attached agency of the Department of Labor and Employment (DOLE), issued Circular No. 09, Series of 2013 on July 17 providing the implementing guidelines for the deployment of Training Regulations for catering staff (Messman, Ship’s Cook and Chief Steward) in compliance with the MLC 2006 which will take effect on August 20, 2013. 

  
For the seafarers on-board and employed as catering staff prior to the implementation of the MLC 2006, DOLE grants exemption provided that seafarers are in possession of the following: 
1.)    Valid Certificates of Competency as Messman, Cook or Steward 
2.)    Valid Certificate of Training issued by the Technical Vocational Institutions (TVIs) with TESDA   registered programs on Messman, Chief Cook and Chief Steward, 
3.)    Valid documented attestation from the ship-owner confirming that the seafarer has at least two (2) years seagoing service experience, trained on-board and competent for the position 
 
Effective August 20, 2013, all seafarers to be engaged and employed on-board as catering staff are required to be trained and/or certified pursuant to the TESDA Training Regulations. In line with this, the Magsaysay Institute for Hospitality and Culinary Arts (MIHCA) is undergoing accreditation to conduct training and issue certification for Shipboard Catering Services NC Levels I (Messman), II (Chief Cook) and III (Chief Steward) for compliance with the requirements of the MLC 2006.​
