Additional Guidelines in Securing Certificate of Proficiency ( COP)

All seafarers who have undertaken training courses under Chapter V and Chapter VI of the STCW Convention, as amended, are required by the Maritime Industry Authority (MARINA) of the Philippines to undergo an assessment from the accredited Maritime Training Institution (MTI) and Maritime Educational Training Institution prior to issuance of the COP.

Last May 21, 2013, MARINA ( Maritime Industry Authority ) released a memorandum to all METI and MTI prior to release of the Certificate of proficiency, directing that  (1) all Seafarers who took the training and were issued a training certificate but had not undergone assessment are required to undergo assessment only at the training center where the training certificate was issued, provided that the said certificate was issued within the last five years and; (2) Enrollment report reflecting the name of the trainee and the training completed shall be attached to the training completion and record of assessment (TCROA) which is a documentary evidence submitted to MARINA

Seafarers who did not undergo assessment but with training certificates issued more than five years ago will still be required to undergo re-training.​
