Filipino Seamen May File Complaints at Sea

In line with the  implementation of the Maritime Labor Convention 2006 Regulation 5.1.5, Labor Secretary Rosalinda Baldoz issued Department Order No. 127 directing the opening of communication lines between Filipino seafarers and the Philippine Overseas Employment Agency (POEA).

With the implementation of the mandatory onboard complaint procedures under MLC 2006, aggrieved Filipino seafarers may now communicate with POEA and file complaints while onboard. Communications may be made through electronic mail (, post mail (The POEA Administrator, Blas F. Ople Building corner EDSA and Ortigas Avenue, Mandaluyong City, 1501) or by calling the office at 833-6992 / 551-6641 / 551-1560.

Department Order No. 127 also stated that submissions made by the Filipino seafarers shall be kept in strict confidence and evaluated in accordance with the existing rules and regulations governing the employment of seafarers and the POEA Standard Employment Contract  terms and conditions.

MLC Regulation 5.1.5 (On-board complaint procedures) provides that  1.) Each Member state shall require that ships that fly its flag have on-board procedures for the fair, effective and expeditions handling of the seafarers complaints alleging breaches of the requirements of this Convention (including seafarers’ rights)., 2.) Each Member shall prohibit and penalize any kind of victimization of a seafarer for filing a complaint., 3.) The provisions in this Regulation and related sections of the Code are without prejudice to a seafarer’s right to seek redress through whatever legal means the seafarer considers appropriate.
